Job Overview

The International Trade Compliance Analyst is a critical Role within Komatsu Mining to assist in reducing risk/fines and optimization of cost reductions related to incoming and outgoing parts / goods.

In addition to Milwaukee, WI., this Role could also potentially be based at one of our following locations:

  • Tucson, AZ
  • Phoenix, AZ (we have a facility in Mesa, AZ)

  • Peoria, IL
  • Longview, TX

Key Job Responsibilities

  • Advise and oversee process for tariff number (HTS) and export control classification (ECCN) assignment.  Facilitate with Engineering and Supply Chain along with external vendors to obtain technical expertise regarding parts and components classifications.   Determine technology controls and licensing. 
  • Interpret, analyze, and summarize Import/Export compliance requirements and Free Trade Agreements applicable to all Komatsu entities. Qualify goods under applicable FTAs to affect the elimination and/or reduction in import duties on transactions.  Issue proper certifications where goods are FTA qualified.
  • Analyze qualifications for duty free treatment under various free trade agreements (FTA) between the U.S. and other countries, assisting foreign subsidiaries in developing FTA process and managing expiring FTAs. 
  • Interpret Bill of Materials (BOM) from SAP.  Analyze manufactured bills of material for FTA eligibility. 
  • Work with Supply Chain regarding Country of Origin for purchased parts and HTS classifications for BOMs.
  • Analyze all information, determining whether myriad of parts qualify under applicable FTA rules.
  • Manage Export Compliance records and global databases for active parts, origins and full HTS code information.
  • Conduct research of import and export requirements, HTS code changes, rules affecting compliance.
  • Identify parts requiring Commerce Control List review, liaise with  Engineering, Sales, and suppliers, establishing  export license determinations.
  • Counsel and guide Supply Chain to obtain country of origin data, annual vendor NAFTA, BOMs and classification descriptions.  Work with vendors and subsidiaries to drive all aspects of compliance documentation and workflow.
  • Develop, document, and maintain appropriate processes and record-keeping of import and export requirements,  assisting Komatsu businesses and subsidiaries in implementation of consistent processes.

Qualifications/Requirements

  • Bachelor’s Degree is a preference.   International Business, Global Logistics, or Supply Chain Management disciplines are preferred.  Master’s degree and/or a Customs House Broker License is also a plus.
  • 1+ years experience with International Trade Transactions.  Familiarity with Code of Federal Regulations, Harmonized Tariff Schedules, Commerce Control List,  Trade Agreements, Payment Mechanisms, Documentation.
  • Prior experience with Free Trade Agreements Qualification Analysis.
  • Proficiency with Harmonized Tariff Product Classification and Export Control Classification.
  • Understanding of Export and Import Processes, Controls, and Documentation.
  • Proficiency with MS Office; ERP/GTS/SAP experience are a plus.
  • Self-starter, strong initiative and demonstrated critical thinking skillset. Effective Written and Verbal Communication skills.  
  • Strong team player with good interpersonal skills in fast-paced environment.
  • Accurate, organized, and confident with multi-tasking skills to handle varied projects simultaneously.
